Citizens are sapient creatures that live inside cities in Civilization Stage, or colonies in Space Stage. They can't be directly controlled or interacted with, and mostly serve to make cities or colonies more vivid when zoomed in.

Civilization Stage

Citizens do almost nothing to the gameplay, but they will do various activities (depends on the attribute of each city) if you observe them long enough. Citizens inside Military cities can be seen doing pushups, marching, boxing, conscripting, or shooting rifles. Whereas in Religious cities, they will perform various rituals or have a symphony. In Economic cities, citizens will do roulette games, give out money, or lotteries. There are some minor activities that are shared among all kinds of cities, such as looking through a telescope, having a small conversation, debating with each other, revolting when the city doesn't have enough happiness, resisting enemy conversion when under religious attacks, panicking and repairing buildings when under military attacks, etc.

Space Stage

Citizens in Space Stage are overall identical to how they were in Civilization Stage. However, there are several ways to interact with them. Using Crop Circle near a colony will attract some citizens to where the circle is and start worshipping it, before getting scared and panicked, which inflicts a "Scaring our citizens" relation penalty if used on a planet occupied by other empires. The Happy Ray and Fireworks will cause the citizens to celebrate for your spaceship, as well as give a "Using friendly tool" relation bonus if used on a colony of other empires. Most weapons, as well as tools under the Planet Sculpture section, will kill them in one hit if they are within the radius.

Citizens can be abducted into the cargo of your spaceship, which identifies abducted citizens as "scientists" and gives the "Abducting our citizens" relation penalty if abducting citizens from other empires. If they are deployed near a colony on a habitable planet, they will head for the city hall for protection or join the citizens inside the said colony. If placed far away from colonies, they will make a firepit and idle around it. They will appear dead if you move the spaceship away from them and then move it back, but they can still be abducted into the cargo normally. If there are other creatures/citizens of different species nearby, they might start fighting but using weapons from the Tribal Stage. Abducted tribesmen also share a similar behavior.
